REPORT FROM THE LOCAL POLICE: PC Kevin Stollery advised
there had been 15 crimes reported in November – 5 criminal damage,
2 assaults, 5 thefts – shops, 1 arson, 1 possession Class ‘B’
Drugs – Cannabis and 1 driving offence motorist driving whilst over
the alcohol limit.
REPORT FROM THE COUNTY COUNCILLOR: County Cllr Michael
Gower advised the following:
* broadband should now be improved in IP17 2 and IP16 4. Users will need
to go back to their service provider to get updates.
* Stage 2 Sizewell Consultation will take place after the election. Finances
are not in place - Hinkley Point deal has not been completed yet.
* Numerous on-going issues with Highways – Education is a top priority.
Budgetary issues are manageable this year but will be more difficult in

flag pole complete with bracket. This would cost £398.00 plus installation.

4600. CHAIRMAN’S/TOWN CLERK’S ANNOUNCEMENTS:
Cllr John Fisher conveyed his thanks to the Vicar Andy Wolton and to David
Simpkin for organising the successful event in Fromus Square on Saturday
6 December. He also gave thanks to Julian Barclay for erecting the large
tree in front of the Market Hall.
He invited everyone present to join him for light refreshments after the
meeting had ended
4601. TO RECEIVE A REPORT FROM THE FINANCE COMMITTEE AND CONSIDER
* To approve the monthly Finance Report to the end of November 2014 –
Unanimously agreed. Motion carried
* To approve financial support for the Brook Farm Residents Association
Music Fest – Three Councillors attended a meeting regarding this
- Cllrs Mrs Jardine, R. Plant and D. Tricker. A non-pecuniary interest
was declared by Cllrs Mrs Jardine, K. Howe and Tricker. Workshops will
be running for the children and money to finance these will be needed
up front. Cllr Roger Plant proposed that we give £2500 for their
start-up fund and be guarantors for their historic costs of £7500.
Seconded by Clllr C Trotter-Langlois. BFRA do a tremendous amount of work
for the town and the Music Event has free entry and is for all ages. Cllr
Sir Peter thought it would be prudent if they changed their name as it
causes division within the town. However they have already decided to
discuss this at the next BFRA meeting and Sir Peter expressed his delight
at this decision. Unanimously agreed to the proposal. Motion carried.
* To approve the Budget and Precept for 2015/2016 – Cllr Plant advised
that based on the information received from SCDC the Precept should be
£131,000 for the year. The tax base has risen in proportion with
any extra expenditure and the increase in the Council Tax amounts to 0.2%.
The budget had been thoroughly gone through line by line. Cllr Plant advised
that the Clerk does not need to come back to the Council for replacing
various play equipment essential for health and safety. Cllr Sir Peter
thought that as we had a higher increase in the Precept last year it was
not necessary for any increase this year. However the Council is embarking
on a number of projects and Cllr Plant proposed the precept of £131000,
seconded by Cllr C Trotter-Langlois. Cllr Sir Peter voted against. Motion
carried on majority.
* To receive an update on the Police Station purchase progress. The length
of time that it is taking in negotiating the proposed purchase of the
Police Station is due to the Police. We instructed our agent to offer
£125,000 for the building with a further £50,000 needed for
repairs and updates. We need a decision from the Police by Christmas as
the loan that we have secured will soon expire. This plot is the only
piece of amenity land not for domestic use in the town and would be a
great facility . We need to purchase the Police Station before firm decisions
are made regarding office rentals. If the Town Council offices are relocated
into the Police Station they would be more accessible to the public as
the present Town Clerks office is inaccessible to wheelchair users and
our services could be expanded.

The Chairman proposed that the Clerk should be authorised to make decisions
on some planning applications on their behalf of the Council. Action:
Agenda item for January
There has been a discrepancy regarding Highway issues at Mayflower Green
development and we are awaiting a plan on this. The work is not completed
in accordance with the Planning permission but does match the agreement
with the SCC.
4603. TO CONSIDER THE YOUTH CLUB PROGRESS AND DECISIONS:
Cllr Ms C Trotter-Langlois declared an interest as she is Chairman of
a local Youth Club who may be interested in assisting with ours. Cllr
Plant advised that a portable building will take about 12 weeks to build
and we will need to get Youth workers on board. Nothing will be decided
until research has been fully completed. Cllr Plant had circulated a paper
on the progress so far and the way forward. Cllr Fisher proposed we go
for the 4th option “ Hand over the setting up and running of the
Youth Club to an existing young people’s organisation with the already
voted set up and revenue funding for two years, either as a lump sum,
or in instalments as invoices become due”. This proposal was seconded
by Cllr Willett. Motion carried on majority as Cllr Trotter-Langlois did
County Cllr M Gower left due to other commitments.
4604. TO CONSIDER HOW THE OFFICE SPACE IN OUR PROPOSED NEW OFFICES
WILL BE UTILISED: - Deferred
4605. TO CONSIDER THE POTENTIAL APPOINTMENT OF A REPRESENTATIVE
FROM THE TOWN COUNCIL FOR THE SAXMUNDHAM, KELSALE AND BENHALL MOBILITY,
PEDESTRIAN AND CYCLE PROJECT : It was unanimously agreed that
Cllr Louise Hailey would be our named representative to liaise between
the parties. Motion carried.
4606. TO CONSIDER THE ARRANGEMENTS FOR ST. GEORGES’ WEEKEND
25/26 APRIL 2015 :
Cllr Louise Hailey confirmed that the band and Punch & Judy had been
secured. However there has not been a great response from the numerous
letters we have sent out for a Food Market
4607. TO CONSIDER THE SAFETY PAINTING FOR THE MARKET HALL STEPS:
Cllr Willett proposed we paint all the steps, seconded by Cllr Tricker.
8 voted for, 2 abstentions. Motion carried on majority.
4608. TO RECEIVE AN UPDATE REGARDING THE RE-LAUNCH OF THE WEEKLY MARKET:
Deferred to January meeting.
4609. TO RECEIVE REPORTS FROM REPRESENTATIVES OF VARIOUS OTHER
BODIES INCLUDING WORKING PARTIES:
Cllr Mrs Andrews advised that she had judged the Christmas Tree competition
in St. Johns Church and the Cubs won the prize. She also informed us that
Saxmundham Station has seen an increase of 5.2% in passenger numbers.
