PUBLIC FORUM :
* A resident advised that on the 28th January having been to the
local Indian Restaurant she and two friends walked through the High
Street towards Waitrose car park around 8.45pm. The doorway at the
back of the now closed White Hart is very dark and about 4/5 youths
were congregating and were very abusive. They were verbally aggressive
and one step away from being violent. The Police have been informed
and lighting is necessary in that dark area.
* A member of the Town Plan committee would like the Councillors
to consider the following questions that had previously been circulated
1. What Vision do they have for the town?
2. What do they see as issues for the town, now and
in the future?
3. What successes have they had in developing amenities
(making the town more attractive for living, working and leisure)
in the last 20 years?
4. What amenities do they feel the town needs over the
next 20 years – short-term (up to 2 years), medium term (2-5
years) and long-term ( 5-20 years) ?
5. What advice / message would they like to offer to
the independent team?
Cllr Sir Peter thought that these questions would be dependent on
the result of the survey that the Town Plan committee are going
to send out to the residents of Saxmundham. Once the survey has
begun certain things will become clearer. Hopefully funding will
be available and an action plan can be created soon.
* The inclement weather has brought many problems with slippery
pavements and roads. A number of people have requested grit bins
and it was thought this could be considered within the town plan.
* Cllr Tricker had previously attended the Youth Council meeting
held just before the Town Council meeting. The Youth Council had
queried the arrival of waste bins on the Memorial Field. The Clerk
assured him that this was already in hand.
* Cllr Fisher had been seen clearing the pavement from snow in Church
Street – to the top of the hill near Manor Gardens. Cllr Sir
Peter warmly thanked him for his public spirited duties.
REPORT FROM THE LOCAL POLICE: Sgt Goodard sent
her apologies for non attendance and the monthly report.
REPORT FROM THE COUNTY COUNCILLOR: County Councillor
sent his apologies due to a prior commitment.
REPORT FROM THE DISTRICT COUNCILLORS: Cllr Mrs
Andrews had nothing to report on. Cllr Sir Peter advised that SCDC
would be considering the council tax rate shortly but it was hoped
it would remain a 0% increase.
4024. DECLARATIONS OF INTEREST:
Members are invited to make any declarations of personal or prejudicial
interests that they may have in relation to items on the agenda
and are reminded to make any declarations at any stage during the
meeting if it becomes apparent that this may be required when a
particular item or issue is considered.
Cllr Tricker declared an interest in the Market Hall as a volunteer
director of the local social enterprise, The Saxmundham & District
Community Interest Company, who are now managing the Fromus Centre,
on behalf of Suffolk County Council. Cllr Mrs Andrews declared an
interest in Saxmundham Museum as she is a Trustee.

4026.1 Street lighting – Cllr Mrs Damiral-White
4027. TO APPROVE AND SIGN AS A TRUE RECORD THE MINUTES OF
THE 9th JANUARY 2012 TOWN COUNCIL MEETING previously circulated:
After a minor amendment the minutes were unanimously agreed and
signed as correct. Motion carried.
4028. MATTERS ARISING THEREFROM NOT COVERED ON THE AGENDA:
4006. 3998 Cllr C Trotter-Langlois is researching the idea of holding
Councillor surgeries. She thought an open house approach with tea
and coffee would be good with 2/3 Councillors on duty once a month.
This will be given more thought and she will report back within
the next one to two months.
4012 St. George’s Day – there will be a Civic Service
and church parade on Sunday 22nd April but, for this year only,
there will not be any events on the Friday and Saturday evenings.
The Business Association have been asked whether they would like
to put on a food fayre and we are awaiting their response. In the
past few years the charity stalls have been in Fromus Square but
with the inclement weather it might be prudent if they could be
in the Market Hall if a food fayre does not take place. Cllr Howe
advised that there will be flags and shields and he and Mr Burville
will be erecting these. Prizes will be presented for the shop window
competition at the tea, prepared by the WI, after the Civic Parade.
4015. The Clerk is liaising with the Police regarding the decreasing
level of policing in Saxmundham and the Town Council wishes to have
a meeting with a Senior Officer in the Police Force.
4021.1Cllr Mrs Damiral-White has arranged the removal of the benches
from Seaman Avenue Play Area to safe storage for the time being
to help alleviate some of the vandalism. The benches will be put
back once they can be concreted into the ground.
4021.2 The Clerk wrote to Suffolk County Council regarding the speeding
from Bigsby Corner to the 30mph area of South Entrance. After the
full police report and inquest have been received following the
recent fatal accident SCC will consider whether the road layout
warrants a lower speed limit.

4030. CHAIRMAN’S/ TOWN CLERK’S ANNOUNCEMENTS:
The Town Clerk was happy to report that she had received a letter
from Hopkins Homes. They have fulfilled the relevant obligation
within the Planning Agreement S.106 dated 3 December 2009 C07/0362
by giving us a cheque for £10981.65 towards town centre improvements.
Other contributions under this agreement were as follows:-
* Education £467,550
* Medical £200,000
* 2 pedestrian footpaths to the High Street plus 49 affordable houses
+ play space & tree & hedge belt with public path
* Meadowbrook Play group £ 5000
* Traffic calming £ 20,000
The pedestrian crossing from Waitrose to Tesco will be sourced separately.
4031. FINANCE REPORT:
* To approve the monthly finance report to end of January 2012 –
Cllr Cooke proposed these as correct, seconded by Cllr Mrs Damiral-White.
Unanimously agreed. Motion carried.
4032. TO RECEIVE AN UPDATE ON THE TOWN PLAN –
Cllr Tricker reported that the public meeting at the end of January
was well attended and a number of volunteers have come forward.
There will be a follow up meeting next Wednesday evening where an
independent committee will be set up. Three of our councillors are
involved, Cllrs Cassels, Howe and Tricker. SCC and Suffolk Acre
will give their support as they have plenty of experience in this
4033. TO CONSIDER A REQUEST BY SAXMUNDHAM MUSEUM TO DISPLAY
ODDFELLOWS WAR MEMORIAL IN THE MARKET HALL: The Town Council
had received a letter from Saxmundham Museum with a request from
their trustees to house the First World War Oddfellows War Memorial
in the Market Hall. Cllr Cooke proposed that the Memorial is transferred
to the Market Hall, seconded by Cllr Mrs Damiral-White. Cllr Mrs
Andrews did not vote as a trustee of Saxmundham Museum. Unanimously
agreed. Motion carried.
4034. TO RECEIVE AN UPDATE REGARDING THE DIAMOND JUBILEE
CELEBRATIONS: Cllr Howe advised that the following had

Cllr Sir Peter congratulated Cllr Howe on his ability to have organised
so much in such a short time. The committee of five consists of

4036. TO RECEIVE A REPORT FROM SAXMUNDHAM NEWS AND THE WEBSITE:

reported that the Saxmundham News is now being distributed.
4037. TO RECEIVE AN UPDATE ON THE OWNERSHIP OF FROMUS SQUARE:
The Clerk reported that
she had received an email from the solicitor at SCDC confirming
that they will shortly contact us regarding the suggested terms
of the transfer of Fromus Square but under the Local Government
Act 1972 they have to place an advertisement in a local newspaper
4038. TO RECEIVE REPORTS FROM REPRESENTATIVES OF VARIOUS
COMMITTEES including working parties:
Cllr Mrs Andrews attended the Strategic Rail Policy meeting at Endeavour
House and advised that there are positive signs that improvements
will happen in the future.
Cllrs Mrs Andrews and Sir Peter attended Sizewell Parishes Liaison
Group meeting and two gentlemen gave a presentation regarding the
building of Sizewell C. Hinkley Point are ahead of Sizewell in submitting
planning permission which will take 8/9 years to build and create
900 jobs. The Liaison Group is attempting to get the community fund
of £20 million increased. The next meeting will be on the
4039. OTHER MATTERS TO BE DISCUSSED AT THE CHAIRMAN’S
DISCRETION as notified under Agenda item 3:
4026.1 Street lighting – Cllr Mrs Damiral-White was visited
by a representative of Henley Close, an area where
pensioners live. Their doorways are set back from the road and street
lights have now been turned off
from 11pm to 6am. A bunch of youths have been riding up and down
the pavements and along
Harpers Lane which the residents have found intimidating. The Police
and Suffolk County Council
have been informed as there has been an increase in anti social
behaviour. The street lights have now
been switched back on.
4040. DATE OF NEXT MEETING: 12th March 2012
4041. This topic was ‘en camera’ ,
under the public bodies (admission to meetings) act 1960 ,the
public were excluded from the meeting on the grounds that publicity
would be prejudicial to public interest by reasons of the confidential
nature of the business being transacted.
