SAXMUNDHAM TOWN COUNCIL HELD ON
MONDAY 10 JUNE 2013
IN THE MARKET HALL AT 7:15pm

PUBLIC FORUM
A member of the public was disgusted about the number of cigarette butts left by the steps to The Webster
Room. People should take their waste away with them and dispose of it in an appropriate manner. The
Caretaker should not be expected to clear up after them.
The issue with replacing the Market Hall clock was raised; it was confirmed that funding is to come from the
Town Centre Enhancement Budget at a cost of around £400.00.

REPORT FROM THE LOCAL POLICE:
PC K Stollery reported that there have been 17 crimes reported during May 2013 as follows:-
Criminal damage to vehicles x 3, criminal damage x 4, theft x 2, theft from shop x 2, burglary x 2, burglary with intent, assault ABH x 2.
Cllr Tricker asked whether speeding spot checks on Rendham Road could be carried out and also could the police be more vigilant with regard to parking violations of which there are many. PC Stollery agreed that both issues were a problem but that due to cutbacks and limited resources, it is difficult to manage as much as they would like. However, they will address both issues whenever possible.

REPORT FROM THE COUNTY COUNCILLOR: Absent

REPORT FROM THE DISTRICT COUNCILLORS:
Cllr Sir Peter stated that a ¼ of all Town and Parish Councillors in Suffolk Coastal have not yet registered their interests and recommended that the Saxmundham Town Councillors ensure that they have done so as soon as possible. This matter is very important as it is a criminal offence and possibly, the police could investigate.
Cllr Mrs Andrews advised that the Inspector has given the ‘thumbs up’ to the Planning Blueprint for 7,900 new homes and areas for industrial and commercial development to be reviewed in 2015 when the number of new houses could be up to 11,000.

4310. DECLARATIONS OF INTEREST:
Members are invited to make any declarations of personal or prejudicial interests that they may have in relation to items on the agenda and are reminded to make any declarations at any stage during the meeting if it becomes apparent that this may be required when a particular item or issue is considered.
Cllr Tricker declared an interest in the Market Hall as a volunteer director of the local social enterprise, The Saxmundham & District Community Interest Company, who are now managing the Fromus Centre, on behalf of Suffolk County Council.


Cllr Cassels declared a pecuniary interest as he is now the Editor of the monthly newsletter the Town Herald which is in competition with our Saxmundham News for advertisements.

COUNCIL MEETINGS previously circulated:

Amendment to Page 2 - Pauline White was not involved with the Arts Festival.
Amendment to Page 3 – sentence should read re: Precept Bill.
Amendment to Page 4 – Cllr Mrs Andrews did not take part or vote.
Amendment to Page 5 – Cllr Sir Peter declared a pecuniary interest and took no part in the discussion or voting.
Previous Minutes duly amended and signed as a true record.

4314. MATTERS ARISING THEREFROM NOT COVERED ON THE AGENDA:
Cllr Andrews mentioned the meeting to discuss the re-phasing of the traffic lights in order to have two lanes with a filter (last discussed in July 2012) and nothing has been forthcoming since.
Cllr Tricker proposed Cllr Plant to take over from him as Representative to the Sizewell A & B Stakeholder Group. All agreed.
Cllr Howe confirmed that the flower tubs at the front of the Market Hall have temporarily been repaired but need replacing as soon as possible. Cllr Mrs Sculley said she would inform the WI that the old tubs would shortly be replaced by new ones. Cllr Mrs Andrews mentioned that the flower tub by the Town sign at South Entrance requires replanting. Cllr Sculley said that Peter Woodruff normally carries this out. Cllr Howe also proposed purchasing more flower tubs to place outside the rear entrance of the Market Hall. All agreed.
Cllr Fisher confirmed that the next Annual Town meeting will be held on 28 April 2014 and not 21 April 2014 as this date falls on a Bank Holiday.

Cllr Fisher proposed that the Town Council should provide funding (cost approximately £70.00). Cllr Plant seconded.
Cllr Tricker proposed that we could also incorporate signage within the banner to indicate that Market Day is held every Wednesday which would be an added benefit to the town. All agreed.


4316. CHAIRMAN’S/ TOWN CLERK’S ANNOUNCEMENTS:
Cllr Mrs Sculley had mentioned a SALC course on 2 evenings at Benhall Sports Club. Cllrs Cassels and Cllr Plant would like to attend. Cllr Willett would also like to attend but would want to know dates first.
Cllr Fisher announced that starting on Friday 5 July 2013 from 9.00am to 1.00pm there is to be a weekly Farmers Market held in the Market Hall.
Cllr Fisher advised that a meeting of the Personnel Committee and the Market Hall Committee will be arranged shortly.

4317. FINANCE REPORT:
* To approve the monthly finance report to end of May 2013.

4318. TO RECEIVE A REPORT FROM THE FINANCE COMMITTEE:
Cllr Plant reported on the 1st meeting held on Saturday morning and it was agreed as a committee that there will be a monthly Finance meeting. Cllr Fisher proposed meeting on the 1st Monday of every month. Also discussed was the Policy for Grants & Donations and it was decided that in future it would be looked 4 times a year and see how it progresses from there. It would be recommended to the full Council and they should have the final say. Cllr Howe said that it was agreed that they do it on a quarterly basis to enable someone to be acknowledged quickly rather than having to wait a long time. Cllr Fisher proposed to look at outstanding grant applications in July and quarterly thereafter. Cllr Cassels seconded. All agreed. Cllr Tricker asked for this to be advertised in the next edition of Saxmundham News.

4319. TO RECEIVE A REPORT ON THE PROGRESS OF THE TOWN PLAN:
Cllr Plant mentioned a Presentation to the Town Councillors on 13 June 2013 at 2.00pm in the Gannon Room and on 22 June 2013 a Grand Inauguration of the Town Plan to the people of Saxmundham. Open to everyone from 11.00am to 1.00pm. Cllrs Willett, Fisher and Ms Trotter-Langlois unable to attend on 13 June 2013.

4320. TO CONSIDER AMENDMENTS TO LOCAL BUS SERVICES:
Cllr Mrs Andrews reported that there has been an enormous number of complaints about lack of certain bus services. As a result, ESTA agreed to draw up a press release to send to EADT. This appeared in last Saturday’s EADT.

There is a lack of information at bus stops and the public are not aware of inter-connection at Saxmundham and Aldeburgh; the last bus leaves at 5.15pm which is hopeless. There are some good points, e.g. the 64A service now connects with the train service and First Bus did get timetables to libraries. Bus and rail services are a lifeline and timetable should be simplified.

4321. TO CONSIDER THE ANNUAL MEMBERSHIP PAYMENT TO SIZEWELL PARISHES LIAISON GROUP (£150.00)
Cllr Mrs Andrews proposed that we should continue to be a member and pay the annual subscription. Cllr Sir Peter seconded. 9 votes for and 1 abstention. Motion carried.

4323. TO RECEIVE A REPORT FROM SAXMUNDHAM NEWS AND THE WEBSITE.
Cllr Mrs Andrews strongly advised the Chairman to establish a deadline for sending the Draft Minutes to the Editor of Saxmundham News by 4th Monday of every month. Cllr Tricker suggested that a foreword should be included from either the Chairman or Vice-Chairman and we should seek contributions from the District and County Councillors. The Chairman said he would try and provide a contribution.

4324. TO RECEIVE REPORTS FROM REPRESENTATIVES OF VARIOUS COMMITTEES including working parties:
Cllr Mrs Andrews reported on the Sizewell Committee meeting regarding the dry fuel store at Sizewell, where the Nuclear Waste will continue to be stored. The prospect of an area volunteering to hold the waste had not brought forth a result. Therefore, it might be necessary, in due course, for the Government to officially designate a suitable area which has caused some disquiet up and down the country. Cllr Tricker mentioned the possibility of releasing the waste to sea.
Cllr Willett reported on his attendance at Leiston Memorial Service; he said that between 200 to 300 people attended the service and it turned out to be much more than just a Memorial event.
